PURPOSE: 

PEG-40 Hydrogenated Castor Oil is an emulsifier and solvent.

It is a large molecule and won't penetrate the skin so it is used to protect the surface of hair and scalp from water loss.

IMPLICATIONS:

Generally non-irritating at approved cosmetic concentrations.
